Collaboration

The Police and Crime Commissioner (PCC) is required by the Police Act 1996 to publish details of collaboration agreements.

In this regard the PCC has entered into the following collaboration agreements with Norfolk PCC, Norfolk Constabulary and Suffolk Constabulary.

1. Agreement for the provision of a Joint Protective Services Command and Association of Chief Police Officers Portfolio (ACPO) Lead commencing 1 April 2013.

2. Agreement for temporary posts of Joint Assistant Chief Officer (Finance and Procurement & Supplies) and Joint Assistant Chief Officer (Estates & Facilities, ICT and Transport Services) commencing 3 June 2013.

3. Agreement for the provision of a Joint Information Management Department commencing 1 August 2013.

4. Agreement for the provision of a Joint Integrated Offender Management Unit and ACPO Portfolio Lead commencing 1 March 2014.

5. Agreement for the provision of a Joint Athena Investigations Hub commencing 1 April 2016.

6. Renewal of agreements in relation to Transport, Human Resources, ICT, Estates, Finance, Corporate Communications and Professional Standards Department to commence on 1 June 2017

7. Renewal of agreements in relation to Joint Justice and Joint Royalty and Protection Service to commence 1 September 2017

8.) Variation of agreement in relation to procurement to commence 31 August 2017

The PCC has entered into the following collaboration agreements with the PCCs and Chief Constables for Bedfordshire, Cambridgeshire, Essex, Hertfordshire, Norfolk and Suffolk.

1. Regional Disaster Victim Identification – agreement made on 21 September 2012, revised and updated in October 2013.

2. Eastern Region Special Operations Unit – agreement made on 23 July 2014

3. Regional Counter Terrorism Intelligence Unit – agreement made on 23 July 2014

The PCC has entered into the following collaboration agreement with the PCCs for Bedfordshire, Cambridgeshire, Essex, Hertfordshire and Norfolk.

1. Agreement in Relation to the Use and Occupation of Property – agreement made on 23 July 2014

The PCC has entered into the following collaboration agreements with the PCCs and Chief Constables of all geographic forces within England and Wales and others.

1. Establishment of the National Police Chiefs Council from 1 April 2015

2. Delivery of the ACRO Criminal Records Office – August 2016

3. Property and Wireless Interface Authorisations pursuant to Section 93 of the Police Act 1997 – 1 September 2016

4. Revised agreement for National Police Chiefs’ Council to succeed 1. above, signed on 23 November 2017

The PCC has entered into the following collaboration agreement with the Chief Constable and Police Authority of the Civil Nuclear Constabulary and the Chief Constables and governing authorities of the geographic forces within England and Wales.

1. Collaboration over the provision of armed police from the Civil Nuclear Constabulary – dated 18 January 2016

The PCC has entered into the following collaboration agreements with the PCCs and Chief Constables for Bedfordshire, Cambridgeshire, Essex, Hertfordshire, Kent, Norfolk and Suffolk.

1. Seven Force Strategic Collaboration Programme – agreement made on 7 March 2016

2. Eastern Region Special Operations Unit – 10 October 2016

3. Eastern Counter Terrorism Intelligence Unit – 10 October 2016

4. RIPA and Police Act – 10 October 2016

5. Second Collaboration Agreement in relation to the Seven Force Strategic Collaboration Programme – agreement made on 20 February 2017

The PCC has entered into the following collaboration agreement with the Chief Constable and Police Authority of the Civil Nuclear Constabulary and the Chief Constable and Police and Crime Commissioner of six  other geographical forces (Avon & Somerset, Cleveland, Cumbria, Kent, Lancashire and Thames Valley). 

1. Collaboration over the provision of policing resources from the Civil Nuclear Constabulary – 30 May 2017

The PCC has entered into the following collaboration agreement with the PCCs and Chief Constables of all geographic forces within England, Wales and others

1. Creation of collaborative unit for the purpose of the covert human intelligence sources – 25 September 2017

Collaboration agreements entered into by the Police Authority between April 2010 and November 2012.

The Police Authority also entered into a collaboration agreement with other police forces and authorities throughout England and Wales for the purposes of the National Police Air Service, to be effective from 1 October 2012.
